_manuel_ ebe7b29987 Implemented function CheckPlayerCondition, it will be used before the player enters in vehicles. Now vehicles Argent Warhorse and Argent Battleworg can't be used if the player dosen't have Argent Lance eqquiped.

p0wer e17eea4057 Change ppm (max procs per minute) to be read from the dbc. Seal of Command will no longer be limited 
to 7 procs per minute, and will now be able to cast on every hit.

p0wer 31e96989ea Fix Wintergrasp no fly zone to remove your mount instead of just giving a parachute but not dismounting you. 
Also switch around the condition inside the if statement to fit the standard.

Machiavelli cb2cb590e3 Fix a crash in BattleGroundMgr::BuildPvpLogDataPacket caused by objmgr not finding player object by guid when showing scoreboard. In this case get bg team ID for player via character database. Closes #938
