Movement Arbiter Migration - COMPLETE ✅

Executive Summary
Successfully completed 100% migration of all PlayerBot movement systems to use the centralized Movement Arbiter with priority-based conflict resolution. This architectural transformation eliminates movement conflicts, provides predictable behavior, and maintains complete thread-safety with the SpatialGrid system.
Key Achievement: Zero direct MotionMaster calls remain outside of FALLBACK patterns and Movement Arbiter implementation.
